When the Indonesian President went to the 1997 APEC summit in Vancouver, it seems Prime Minister Jean Chretien gave the dictator, Suharto, just what he wanted. The summit was supposed to be about trade, not about the limits of free speech. But it's remembered now for the scenes of demonstrators being pepper-sprayed and arrested, students being hauled off to jail merely for having a sign saying "free speech" and the Prime Minister giving the impression it was all fine with him.
