Quebec nearly voted to leave Confederation in a 1995 referendum campaign, and critics suggested Chretien had lost the fire in his belly.
However, Chretien struck back with the so-called clarity bill that set tough new ground rules giving Ottawa the upper hand in any future plebiscite.

There were fears that revisiting the contentious issue would renew nationalist sentiment that seemed to be in hibernation in 1999. 

Instead, support for sovereignty waned and it was federalist nemesis Lucien Bouchard who called it quits as premier.
