Health care costs as a percentage of government
budgets had grown significantly by 1998. While some
argued for more health care dollars instead of budget
cuts, politicians across the country had done the former
(more spending,) and not the latter, both in actual
dollars and as a percentage of government budgets.

Health Minister Allan Rock told a 1998 national
conference on home care that 80% of home care in
Canada is delivered by an informal caregiver: one in five
Canadian women aged 30-55 looks after someone in
the home who is chronically ill or disabled. They spend
an average of 28 hours a week in this way; about half of
them also work outside the home, and many have
children. Increasingly, he said, this takes a toll on their

Home Care, like so many urgent health care programs
became just another government funded concept
trashed in a time of fiscal constraint.
