As finance minister, Martin erased a $42
billion deficit, recorded five consecutive
budget surpluses, paid down $36 billion
of national debt. Martin balanced the
budget by decreasing federal transfer
payments to the provinces, forcing most
of them into deficits. To pay down the
national debt, Martin raided the
Employment Insurance fund and the
pension funds of public servants
including the Armed Forces and the
Royal Canadian Mounted Police
although much of those funds were
actually employee contributions. The
legal challenge of these raids is still
before the courts.
