In the fall of 2000 Brian Tobin suddenly resigned as
Premier to Newfoundland to pursue reelection to the
federal House of Commons in a snap election called by
Jean Chrétien - his departure from the premiership
causing immediate speculation among
Newfoundlanders and Canadians about his aspirations
for the leadership of the federal Liberals following what
was assumed would be Chrétien's final term as prime
minister. Furthering the speculation, Chretien appointed
his friend the choice and powerful position of Minister of
Industry, which put Tobin in a position to develop a
relationship with the nation's business leaders who
would ultimately be financing any potential leadership
campaign.

It was seen as an effort by Chretien to challenge any
notion Paul Martin may have had for aspiring to the
Liberal leadership .
